CHATTANOOGA, Tenn. — Tennessee enacted three laws this year that change how students will interact with digital tools in classrooms statewide, moving decisions to local districts while imposing new requirements for teacher training and curbing technology use in younger grades.
What the laws do
The statutes, passed in February and taking effect for the upcoming school year, collectively:
- Require school districts to adopt more structured internet policies governing student access;
- Mandate AI-focused professional development for teachers so classrooms can more safely integrate artificial-intelligence tools; and
- Limit technology in kindergarten through fifth grade, restricting the scope of devices and digital instruction for early learners.
State lawmakers intentionally left the details of implementation to local school systems, according to reporting, allowing districts to tailor policies to their students’ needs while the laws set the overarching framework.
Supporters cite focus, behavior and academic trends
Proponents including neuroscientists and local educators say the restrictions are a response to worrying trends in student performance and classroom behavior.
“This is the first time in neuroscience history where the newest generation is not outperforming the last one,”
said Dr. Jared Horvath, a neuroscientist who has tracked IQ testing over time. The comment was offered to explain why some experts favor tighter controls on student technology use.
Practitioners in tutoring and cognitive training echoed concerns about attention and resilience. Michelle Hecker-Davis, owner and director of Learning RX, said technology can both enable and undermine classroom skills.
“While technology is a tool, it is also harming our student’s ability to focus and be patient,”
she told reporters. Those who work directly with students described a decline in willingness to tolerate setbacks and to engage in sustained problem-solving—behaviors teachers identify as major obstacles to learning.
Liz Langs, owner and director of Travel Tutoring, tied heavy social-media consumption to confidence and mental-health issues among students.
“We are used to getting results and answers very quickly, and so when there’s a lapse in any of that, you tend to disengage,”she said, arguing the laws could help students develop patience and persistence.
Local control with statewide guardrails
Rather than prescribe a single statewide approach, Tennessee’s legislature gave districts discretion to shape their own policies within the new legal boundaries. That design is intended to let schools calibrate rules to local circumstances—rural versus urban settings, differing broadband access, and varying community expectations about digital learning.

For AI in particular, mandating teacher training is a step toward safer classroom use, but it does not specify curricula, certification standards or ongoing support—factors that determine whether training translates into effective practice.
